I have examined the accompanying Ordinance intituled An Ordinance to regulate the importation, exportation, manufacture, sale and use of dangerous drugs, and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instruc-

tions.

2. This Ordinance is based on Parts III and IV of the Danger-

ous Drugs Act, 1920, 10 and 11 Geo. 5, c.46, and on certain

parts of the Dangerous Drugs and Poisons(Amendment) Act, 1923,

13 and 14 Geo. 5, c.5.

A table of correspondence between

the Ordinance and the Acte is annexed.

It has been consider-

ed advisable to deal with opium in the amending and consolida-

ting Opium Ordinance which is now in draft.

Section 2(1) of the Ordinance contains certain definitions.

The definitions of exportation and importation are designed to

cover what has been known here as transit cargo, i.e., through

cargo which is not transhipped here. It will be seen from

section 3(3) that transit cargo is exempt from the prohibitions

against importation and exportation provided that the require-
